MARIE-ADÉLINA LOUISE ELISABETH THE FIRST,
By the Grace of God, of the Kingdom of Navassa and Our Other Realms & Territories, Queen,
Sovereign Grand Mistress of the Royal & Hospitaller Order of Our Lady of the Seas,
Custodian of the Crown,

To all who shall see these Presents, Greeting.

WHEREAS the memory of Haiti, the culture of the Caribbean and the story of the Kingdom of Navassa are best kept alive when they are told aloud, in sound and in image, to all who would hear them;

AND WHEREAS the Kingdom has resolved to possess a Radio, Radio Lanavaz, and an official channel upon the platform of YouTube, and it is meet that both be governed as one institution, with one purpose and one standard;

AND WHEREAS the matter is of such extraordinary and urgent necessity that it cannot await the ordinary course of deliberation, the Kingdom being without an established voice by which to teach and to inspire;

AND WHEREAS it is Our Royal Prerogative, as Custodian of the Crown, to provide for the good order of Our Realm in such cases, subject to confirmation in accordance with the Grand Charter;

NOW THEREFORE We have decreed, and by these Presents do decree, as follows:

ARTICLE I — Establishment

  1. There is hereby established the Navassan Royal Broadcasting Service (Société de Radiodiffusion Navassienne), hereinafter "the Service," as the official public broadcaster of the Kingdom of Navassa.
  2. The Service is an institution of Her Majesty's Chancellery and of La Couronne Royale de la Navasse, Inc. It does not possess a legal personality separate from the Crown's incorporated body.

ARTICLE II — Services
The Navassan Royal Broadcasting Service shall comprise the following services:

  1. Radio Lanavaz (Radyo Lanavaz), the official radio of the Kingdom, which is continued under, and made a service of, the Service; and
  2. The Official YouTube Channel of the Kingdom of Navassa, together with such other audio, video and digital services as the Secretariat of Education & Culture may from time to time authorise.

ARTICLE III — Mandate
The Service shall educate and inspire its audience, and to that end shall produce and present content upon:

  1. the Kingdom of Navassa, its Crown, its institutions, its history and its peoples;
  2. micronations, their history, practice and place in the world; and
  3. the rich royal history of Haiti, including the Kingdom, First, and Second Empire of Haiti, its sovereigns and its legacy.

In addition, Radio Lanavaz shall broadcast the music of the Caribbean and its diaspora, giving particular honour to the traditions of Haiti.

ARTICLE IV — Heritage and Truthfulness

  1. The royal history of Haiti shall be presented in a spirit of scholarship, commemoration and respect. Nothing broadcast or published by the Service shall assert, or be taken to assert, any claim by the Crown of Navassa to the throne, territory or government of Haiti.
  2. The Service shall present the Kingdom of Navassa truthfully, as a ceremonial and cultural micronation, and shall not represent it as holding any status it does not hold.
  3. The Service shall be accurate in what it presents and shall, so far as practicable, name its sources.

ARTICLE V — Oversight

  1. The Service shall be placed under the general oversight of the Secretariat of Education & Culture.
  2. The Queen may appoint a Director-General, who shall conduct its daily affairs and may designate persons to lead its several services.
  3. Official communications of the Crown and of Her Majesty's Chancellery shall be coordinated with the Secretariat of the Crown before broadcast or publication.

ARTICLE VI — Official Communications

  1. Addresses of the Queen, announcements of Her Majesty's Chancellery and such proclamations and statements of the Chancellery as the Crown may direct may be broadcast or published by the Service as official communications of the Kingdom.
  2. The Royal Gazette remains the record of the Kingdom. A broadcast or publication by the Service supplements, and does not replace, publication in the Gazette.
  3. Statements of guests, contributors and other distinguished Navassans are their own, unless adopted by the Crown or by Her Majesty's Chancellery.

ARTICLE VII — Rights and Respect

  1. Music, images, film and other works shall be used by the Service only under a lawful licence, the permission of the rights holders, or other lawful authority, and in observance of the terms of any platform upon which they appear.
  2. The Service shall, so far as practicable, credit the artists, scholars and creators whose works it presents and shall deal with them in a spirit of partnership and respect.

ARTICLE VIII — Languages
The Service shall present its content in such languages as the Secretariat of Education & Culture may determine, giving due regard to English, French and Haitian Kreyòl.

ARTICLE IX — Cooperation
The Service may draw upon, and shall give fitting prominence to, the Royal Court of Cap-Paradis, the Office of Arms, the Royal Chaplaincy and the other bodies of The Crown, as each may be willing.

ARTICLE X — Support
The Service may be supported by such sums as the Secretariat of the Exchequer may allocate, and by gifts, patronage and sponsorship, in each case accepted in a manner consistent with the dignity of the Kingdom.

ARTICLE XI — Entry into Force and Publication

  1. This Decree-Law shall enter into force upon the signature of the Queen.
  2. It shall be published in the Royal Gazette.

BY OUR HAND AND SEAL, THIS ROYAL DECREE-LAW IS HEREBY ENACTED ON THIS TWENTY-FIRST DAY OF OCTOBER, IN THE TENTH YEAR OF OUR REIGN.
